Where will the project be located?

The Windy Bluff Energy Storage Facility will be located just southwest of the intersection of County Road 36 and County Road 31, in unincorporated Weld County. The generation tie-line will run across County Road 36, near existing transmission lines, to interconnect at the Vasquez substation.

What will be located at the facility?

The Project is a standalone battery energy storage facility. It is not connected or associated with any wind or solar projects, and will include only the following equipment and associated facilities:

Lithium-ion battery energy storage system enclosures
Power Conversion Systems (inverters / transformers)
Main project substation, including a Main Power Transformer, lightning protection, a control enclosure, and internal fencing
An overhead 115kV generator transmission tie-line to connect to the Vasquez Substation
HVAC systems for the enclosures
Fire detection and suppression systems
Electric control equipment
Communications equipment
An opaque perimeter barrier and security gate
Landscape screening
Other facilities required for construction and operation of the Energy Storage Facility

What will the facility look like?

Windy Bluff will sit on approximately 15 acres total. Most of the equipment will be energy storage containers, which are about the size and shape of shipping containers and will be placed in neat rows. These containers are fairly low to the ground, standing about 10 to 15 feet tall. The site will also include a small project substation, which will look like a scaled-down version of the Vasquez substation across the road.

Is battery energy storage safe?

Safety is our top priority during construction, operations, and for the life of the battery. Normal project operations will not directly produce fumes, pollution, odor, dust, or other offsite impacts that could result in health impacts to those nearby.

Jupiter Power is always evaluating equipment and the newest industry developments for preventative maintenance for safe battery energy storage facilities. We will also train all relevant first and secondary responders in the community on an ongoing basis. Each battery cell within the containers are individually monitored, providing constant, 24/7 oversight capability over every component of the Project. Each container is equipped with an integrated system of sensors, alarms, and fire suppression systems. The operational management systems will be designed, installed, and operated according to national Fire Code standards and regulations. All Jupiter Power battery systems are fire safety tested according to strict Underwriters Laboratory protocols.

Safe operations are enhanced by design parameters; state-of-the-art technology for monitoring, alarm, and fire suppression systems; and clear, open, and regular communication with first responders. To that end, we are already working closely with local first responders and other stakeholders on project design and look forward to continuing that cooperation throughout the operating project life

How will this project benefit the community?

The Project will benefit residents and businesses by improving the power grid and supporting the local economy.

Battery energy storage is a proven technology that provides increased power to the grid and other grid management capabilities, like grid balancing through instantaneous battery energy storage response. With these capabilities, the Project will deliver more reliable power for residents and businesses. The Project would also support the local economy and represent a significant financial investment in Weld County: Up to $200 million in direct project investment and associated sales taxes; an estimated $500,000 per year in taxes paid to Weld County; an estimated 100 construction jobs, plus 1-2 permanent maintenance positions; and local sales tax benefits during construction.

When will construction start?

We're projecting to start construction in 2027 and be in service by the end of 2028.
